voltage regulator

I recently installed a portable GPS, garmin 196.    It will operate on 10-33VDC so I connected it to ship's power.   I was surprised to see that my voltage goes as high as 33VDC.     That's fairly high for a 28VDC system but it may be normal for a chipmunk.     My batteries don't seem to mind.     

I have the A.P.4308A manual dated Dec 69.    There's no information about the voltage regulator just a reference to another manual - A.P. 4343B vol 1, sect 1 and A.P.4343 vol 1, sect 6.

Does anyone have a pdf of these manuals that they can email or know where I can buy a copy?

I also have a Garmin 196 and I also see (initially at least) 33V from my generator, not to say that this is normal though!
